Carlisle, a pro-business Democrat, driving President Grover Cleveland and Secretary of State Thomas Bayard in a sleigh, attacked by dogs or wolves, with American Industry, Civil Service Reform and other pledges to voters thrown over the side to the wolves. The scene is reminiscent of Adolph Schreyer's painting Troika Attacked by Wolves and Paul Powis's Sleigh with Trailing Wolves.
